Insurer Insolvent A Columbia, S.C. insurance company group has assumed the payment of losses incurred in Hurricane Hugo by policyholders of a small South Carolina property insurer that was declared insolvent on Nov. 27. The Siebels Bruce Group Inc. of Columbia, S.C., has agreed with the South Carolina Insurance Department to pay about 1,800 outstanding claims for storm losses suffered by the policyholders of Grange Mutual Fire Ins. Co. of South Carolina, a 55-year-old property insurance company based in West Columbia.
